A Naval City's Comprehensive Approach to Revitalization

At the core of community development within a typically urbanized area, lies a document known as the Comprehensive Plan. This document dictates public policy in accordance to the community goals and aspirations set during the comprehensive planning process. A once prominent naval city during the 1940s, Bremerton, Washington’s Puget Sound Naval Shipyard (PSNS) continues to be focal point of the metropolitan area. Recent years have witnessed a small surge in the revitalization of this once prosperous naval city, and efforts in revising the Comprehensive Plan seek to continue this progress. This presentation focuses on the two month period spent as a planning intern in the City of Bremerton’s Planning Department, which revolved around the revising of their 2004 Comprehensive Plan to become Bremerton2035. Major responsibilities included the reformatting and redesigning the entire document to fit the needs of their present-day community, as well as adhere to the modern-day aesthetics of formal, community documents. In addition to the reformatting, two chapters were revised in consideration to the greater Seattle communities, in order to provide a direction of growth for this Puget Sound city.
